The Bilingual Authorization is an added authorization to a California teaching credential. A Bilingual Authorization allows teachers to teach in public schools’ bilingual programs, and so, develop students’ first and second languages in the subjects and grade levels authorized by their credentials. Teachers who have completed our Bilingual Program have an exceptional understanding of first and second language development and of culturally sustaining pedagogies. Bilingual teachers are in high demand in our region’s Dual Language Immersion programs. Many are also hired to teach, and provide expert support, to second language learners in the mainstream English programs. Our Bilingual Program is for Multiple Subject (Elementary) and Single Subject Credentials (all content-areas).
We offer the Bilingual Authorization for Spanish, Mandarin, and Tagalog. We prepare Spanish bilingual teachers on-site at Cal Poly Pomona. Mandarin and Tagalog bilingual candidates take online courses in collaboration with CSU campuses through the CSU Asian Languages Bilingual Teacher Education Program (ALBTEP) Consortium.
Our program has two pathways. The pre-credential pathway (for candidates who are concurrently earning a primary Multiple or Single Subject credential and a Bilingual Authorization), and the post-credential pathway (for teachers whose California credentials include English Learner Authorization). The application process and course of study for each pathway is distinct. A. Admissions Process

Pre-Credential Bilingual Candidates
- Complete the Bilingual Program Orientation (on program webpage).
- Complete and submit the Bilingual Program Entrance Essay in Spanish, Mandarin, or Filipino.
- Complete a program plan in a meeting with the Bilingual Coordinator upon admission to a credential program.
Prospective bilingual teacher candidates may apply to complete a bilingual authorization when they apply to the credential program of their choice, or, they may add the bilingual authorization to their course of study upon completion of a “change of objective” form, available at the Credential Services Office in the Education Department.
Post-Credential Bilingual Candidates
There are varied ways for teachers with valid California Multiple or Single Subject teaching credentials (with English Learner Authorizations) to add a Bilingual Authorization. Credentialed teachers who are current graduate students in the Education Department can join the Bilingual Program by completing a “change of objective” form.
B. Coursework and Testing Requirements
- To complete coursework that meets the Bilingual Authorization’s “Culture Requirement,” Filipino-, Mandarin-, Spanish-English Bilingual Candidates take ECI 5990 Special Topics for Graduate Students (synchronous, online).
- To complete coursework that meets the Bilingual Authorization’s “Methods Requirement”, Bilingual Candidates select from the following:
- Spanish-English Bilingual Candidates take EDU 5400 - Teaching and Learning in Spanish-English Bilingual Settings (3) . (20 hours of fieldwork, with additional assignments for post-credential candidates ).
- Mandarin-English Bilingual Candidates: Choose a Mandarin methods course at collaborating CSU, or pass World Language Mandarin CSET Section IV.
- Filipino-English Bilingual Candidates take EDU 5450 Bilingual Practice Seminar . (20 hours of fieldwork, with additional assignments for post-credential candidates).
- To complete the Bilingual Authorization’s “Language Requirement,” Bilingual Candidates pass the appropriate World Languages CSET Subtest (Spanish Subtest III; Mandarin Subtest III; Filipino Subtest II), or equivalent. All bilingual candidates must complete the listed CSET in order to be recommended to the CTC for a Bilingual Authorization.
- Pre-credential bilingual candidates: provide evidence of passing the language requirement above before applying for Clinical Practice.
- Post-credential bilingual candidates: provide evidence of passing the language requirement above at time of application (or request provisional admission).
C. Pre-Credential Pathway: Bilingual Clinical Practice and Summative Reflections
During Clinical Practice, candidates are placed in a bilingual setting and supervised by a bilingual supervisor. They spend part of the semester teaching mainly in English, and the other part teaching mainly in the partner language (Spanish, Mandarin, or Filipino).
- In many Single Subject content areas, bilingual placements are rare or non-existent. In such cases, bilingual candidates are placed in monolingual English instructional settings and must complete one additional portfolio assignment.
- All pre-credential bilingual candidates complete two Bilingual Practice Summative Reflections in consultation with the Bilingual Coordinator.
- Internship program participation: Pre-credential bilingual candidates may complete internships if they are working in bilingual programs as bilingual teachers.
D. Post-Credential Pathway Fieldwork and Bilingual Summative Reflections
Post-credential candidates complete two Bilingual Practice Summative Reflections in consultation with the Bilingual Coordinator. One entry requires analysis of 20 hours of fieldwork (completed during Methods course).
